In short: Denmark bans selling tobacco products, nicotine surrogates such as nicotine pouches and herbal smoking products to people under 18, and the same age applies to e-cigarettes. Smoking and using e-cigarettes is banned indoors in public places, workplaces, eating and drinking places and on public transport and taxis. Notes

  • Sale to people under 18 is banned for tobacco products, tobacco surrogates and herbal smoking products, and the ban applies to sales in shops and at a distance. Sellers must ask for photo ID if in doubt, and distance sellers must run an age-control system.
  • A tobacco surrogate is a nicotine-containing product that is neither a tobacco product nor an e-cigarette. Sale to under-18s is banned. Since 1 July 2025 surrogates with a characterising aroma other than tobacco or menthol may not be marketed (transitional date 1 April 2026 for products made before 1 July 2025), and the minister sets a nicotine limit by rule.
  • The smoking ban applies to workplaces, indoor places open to the public, eating and drinking places, institutions and schools for children and young people, and collective transport and taxis. Smoking rooms and smoking cabins may be set up, and small traditional pubs of under 40 m2 with no real food service may allow smoking.
  • This covers tobacco surrogates and flavourings for them. It does not cover e-cigarettes or tobacco products, which have their own rules that were not read.
  • No rule on smoking in cars with children was found in the texts read.
  • Since the amendment in force on 1 April 2025, the Smoke-free Environments Act bans e-cigarettes with or without nicotine, and heated tobacco products, wherever it bans indoor smoking. The E-cigarette Act also bans use at schools, children's institutions, on collective transport and in taxis.
