Tobacco and nicotine age limits in Sweden (2026)

In short: The minimum age is 18 for tobacco, e-cigarettes and tobacco-free nicotine products such as pouches. Smoking, including vaping, is banned in restaurants, public premises and domestic public transport.

Notes

  • Applies to electronic cigarettes and refill containers, and the same age applies to selling or handing over in business activity and to importing them.
  • Nicotine pouches (tobacco-free nicotine products) are regulated by a separate act, Lag (2022:1257), which sets 18 for sale or handing over in business activity and for importing.
  • The ban covers restaurants and other serving places, other premises to which the public has access, health care premises, schools, playgrounds and entrances. Restaurants may allow smoking in separate rooms for that purpose; premises used as a permanent home are excepted.
  • Covers vehicles in domestic public transport, premises for travellers and corresponding outdoor areas.
  • Text of the Tobacco Act as shown on the Riksdag site (amended to SFS 2024:888).
  • Section 1 of chapter 6 defines 'smoking' for the ban to include use of electronic cigarettes.
