Tobacco and nicotine age limits in Portugal (2026)

In short: Selling tobacco products and nicotine e-cigarettes to anyone under 18 is banned. Smoking and vaping nicotine are banned in a long list of enclosed public places and in public transport vehicles. Marketing tobacco products with a distinctive flavour is banned.

Notes
- Law 37/2007 as read does not mention nicotine pouches in its sales rules. Pouches appear in the excise code only, as a quantity limit for personal use.
- The ban covers a long list of enclosed places (workplaces, public services, shops, restaurants and bars, hotels, stations and airports and others). Outdoor areas are allowed in many of these places, and some can have separate smoking rooms (art. 5). The version read is the one amended by Law 5/2024.
