Notes

  • Selling to, or making the products available to, anyone under 18 is banned; a minor (fiatalkorú) is a person who has not reached 18. The law restricts sale and supply, not possession.
  • The same ban covers electronic cigarettes, refill containers, smoking-imitating devices and nicotine-containing smoking substitutes.
  • The act bans sale to under-18s of "nicotine-containing smoking substitutes" (non-tobacco products whose nicotine reaches the body through the oral mucosa). Nicotine pouches are not named in the text, so their classification was not treated as a finding.
  • Smoking is banned in the publicly accessible rooms of public institutions and in workplaces except in designated smoking places, and no designated place may be set up in the closed rooms of public institutions or workplaces. Smoking-allowed rooms may be offered in accommodation. Local authorities may add no-smoking public areas.
  • Smoking is banned on public transport vehicles and no smoking place may be designated on public transport vehicles in local and regional service. Also banned at stops and shelters and within 5 m of them.
  • The act mentions avoiding smoking in front of minors and in cars only in its preamble, not as a rule. No ban was found; this was not treated as a finding.
  • The ban comes from Government Decree 39/2013 (II. 14.), s 4/A. Essential additives that do not give a characterising flavour are allowed.
