E-bikes and speed pedelecs in Sweden (2026)

Last reviewed: 30 October 2026

In short: A pedal-assisted bicycle whose motor assists only up to 25 km/h and has a continuous rated power of at most 250 W counts as a bicycle. Children under 15 must wear a helmet when cycling. Vehicles that go beyond that limit are probably mopeds and were not verified here.

Notes

  • No minimum age for riding a bicycle was found in the pages read. Not verified.
  • Transportstyrelsen says children under 15 who do not wear a helmet can be stopped by the police but not fined; an adult carrying such a child can be fined.
  • The pages read list the requirements for a bicycle (bell, brake, lights, reflectors) and mention no licence, but they do not state that none is needed. Not verified.
  • The pages read do not say whether registration or insurance is required for a bicycle with electric assistance. Not verified.
  • A pedal-assisted vehicle that assists above 25 km/h or exceeds 250 W is not a bicycle under the definition in lag (2001:559); Transportstyrelsen says it will 'probably' count as a moped with other requirements. Which class applies to a given speed pedelec, and the rules that follow from it, were not confirmed in the text read.
