Notes
- Treated as bicycles (velocípedes) only if the motor has a continuous power of no more than 0.25 kW and the scooter reaches no more than 25 km/h on the flat. Scooters outside these limits fall under a separate regulatory decree and riding one that exceeds them is fined EUR 60 to 300 with immediate seizure (Article 112(5)-(7)).
- ANSR states that using a helmet is not mandatory for riders and passengers of bicycles and scooters, though it is recommended. This summary dates from the changes in force on 8 January 2021; proposals to change the helmet rule were reported in 2026 and have not been checked against the Diário da República.
- ANSR states that scooters and bicycles covered by Article 112(1)-(3) of the Código da Estrada are outside the scope of compulsory motor third-party insurance (published 19 June 2025).
