Notes

  • Portugal exempts urban, suburban and regional services from most of the Regulation, including Article 19 and Article 18(3). It exempts domestic long-distance services from Articles 15, 17 and 19 and points (a) and (b) of Article 20(2) until December 2029 (Commission table of 9 July 2026). Article 18(1) refund and re-routing applies to long-distance and international services.
  • The percentages are minimum amounts of the ticket price (Article 19(1)). Under the Commission table, Portugal exempts domestic services from Article 19 (urban, suburban and regional services without a stated end date; domestic long-distance until December 2029), so the values apply to international journeys. A railway undertaking may set a minimum payout threshold of up to EUR 4 per ticket (Article 19(8)).
