In short: Dogs, cats and ferrets need a microchip, an EU pet passport and a rabies vaccination given at least 21 days before travel. Entry from outside the EU needs an animal health certificate and a rabies antibody titration test, except from listed countries. No more than 5 animals may travel together.

RuleWhat applies

The passport must be issued in the EU country where the owner lives habitually. [1]

The titration test is not needed from countries on the lists in Annexes I and II of Implementing Regulation (EU) 2026/636. Entry is through a travellers' point of entry designated by the Member State, unless the animal comes from a country in Annex I of that Regulation. [1]
Number of animals per travellerTravelling with a dog, cat or ferretNo more than 5 pet animals of the species listed in Part A of Annex I may travel in one non-commercial movement. More than 5 are allowed only to take part in, or train for, a competition, exhibition or sporting event, with written proof of registration, and if the animals are over 6 months old. [2]
Breed or other restrictionsTravelling with a dog, cat or ferretA dog that the animal welfare authority has individually classified as dangerous (veszélyes eb) may not be brought into Hungary or taken out of it. [3]

Notes

  • Only the Act on the protection of animals was read for this field; other national rules on dogs were not checked. The Act refers to dogs individually classified as dangerous by the animal welfare authority, not to breeds.
