Notes

  • Article 33d of the Road Traffic Act forbids allowing a child under 13 to ride an e-scooter or personal transporter on a road. In a residential zone a child under 13 may ride only under the care of an adult. The threshold was raised from 10 to 13 by an amendment in force from 3 March 2026 (Ministry of Infrastructure, 3 March 2026).
  • Not confirmed from an official source: any licence or card required of older children is set in the law on driver licensing, which could not be read.
  • Article 33(1b) requires a helmet only from riders under 16. No rule for riders aged 16 and over was read, so no value is given for them.
  • The 2003 Act on compulsory insurance applies to 'motor vehicles' (cars, tractors, mopeds, trailers and similar). E-scooters are not named there, and no official text read states whether liability insurance is required.
  • No official text read states whether an e-scooter must carry a plate, sticker or registration.
  • Not a design-speed rule. Article 20(6)(4) sets a speed limit of 20 km/h for e-scooters and personal transporters on the road. The technical design limits were not read.
  • Not confirmed from an official source: the alcohol rules for riders of e-scooters were not read.
