Notes

  • Pavements and cycle or footways may be used only if the e-scooter meets the technical requirements for a small electric motor vehicle (maximum 70 kg, 85 cm wide, 120 cm long, speed limited to 20 km/h). One that does not meet them follows other rules, including registration, insurance and a motorcycle helmet, and may be used only on the carriageway. Motorways and roads signed against cyclists are closed to e-scooters.
  • Rental companies may set a higher minimum age, for example 16 or 18.
  • The Vegvesen pages read do not say whether a driving licence is needed for an e-scooter that meets the technical requirements.
  • Helmets are compulsory for children under 15 and recommended for everyone. A helmet requirement for all riders is under study (Vegvesen, 2026) and is not law.
  • Liability insurance under the Motor Vehicle Liability Act has been required since 1 September 2022 for rental e-scooters and since 1 January 2023 for privately owned ones.
  • The Vegvesen pages read do not say whether an e-scooter that meets the technical requirements needs registration or a plate.
