Notes
- Only for scooters that meet the legal requirements (no seat, motor up to 0.50 kW, CE marking, among others). Riding without the identification sticker or without insurance is prohibited.
- Rental services may only operate with a municipal resolution, which can set limits for certain areas of the city. Rules for rental scooters therefore differ by municipality.
- Since Law 177/2024 (in force 14 December 2024) the helmet applies to all riders, not only those under 18.
- The Italian transport ministry reports that insurers must offer scooter policies from 16 July 2026 (deferred from May 2026).
- According to the transport ministry, the obligation applies from the 60th day after Directorial Decree no. 110 of 6 March 2026 came into force.
- 20 km/h is the speed limit when riding. The same provision still mentions 6 km/h in pedestrian areas, but since Law 177/2024 e-scooters may only be ridden on urban roads with a limit of 50 km/h or less.
- Law 177/2024 replaced the earlier list of places where e-scooters could be ridden, which included pedestrian areas and cycle paths, with urban roads only.
