E-bikes and speed pedelecs in Germany (2026)

Last reviewed: 9 October 2026

In short: A pedelec with a 0.25 kW motor that stops assisting at 25 km/h is not a motor vehicle and follows bicycle rules. A vehicle assisting above 25 km/h is a motor vehicle and needs a driving licence.

Notes

  • The pages read do not state a minimum age for riding a pedelec.
  • Section 21a(2) StVO imposes the duty only on motorcycles and open motor vehicles above 20 km/h; pedelecs follow bicycle rules.
  • A licence is needed only for a motor vehicle (section 4 FeV). A pedelec is not a motor vehicle under section 1(3) StVG.
  • The legal text read does not settle whether an insurance sticker or plate applies.
  • Section 1(3) StVG excludes only vehicles whose assistance stops at 25 km/h. Faster assisted vehicles fall under the general motor vehicle definition.
  • Official sources on the German rules for faster assisted vehicles (speed limit, helmet, insurance, age) were not readable in full. Not verified.
  • Section 2(4) StVO names Mofas and "E-Bikes" for cycle paths outside built-up areas, but the wording is not clear for speed pedelecs. Not verified.
