Health cover for temporary visitors in Norway (2026)
Last reviewed: 30 October 2026
In short: Visitors from EU/EEA countries, Switzerland and the United Kingdom can get medically necessary public healthcare in Norway on the same terms as Norwegians by showing a physical European Health Insurance Card. Travel home and travel solely for treatment are not covered.

| What the card coversUnplanned care during a temporary visit | Medically necessary, state-provided healthcare during a temporary stay, on the same terms as Norwegian citizens, so Norwegian rules decide what is covered and what user fee is paid. Treatment of children under 16 is free; in-patient hospital treatment including necessary medication is free; ambulance and air ambulance transport to hospital in emergencies is free. Prescription medicines and dental treatment usually have to be paid in full (children under 18 get free public dental treatment; up to and including age 24 patients pay 25 per cent in the public system). Notes
- The card must be shown in physical form; a digital card is not accepted. Without the card, a Provisional Replacement Certificate from the home country can prove the right. Not everyone holding an EHIC can use it in Norway (for example citizens of non-EU/EEA countries, with listed exceptions).
- The page says that a private doctor without a public reimbursement agreement must be paid in full, so private care is covered only in part and the answer is not a simple yes or no.
- The page also recommends private travel insurance because what the card covers is limited.
