Notes
- Helsedirektoratet describes criminal liability for use and possession of narcotics under the Medicinal Products Act and the Penal Code. It does not give a possession limit in the text read. Proposals to change enforcement (such as a simplified fine for small amounts) were not applied because they have not taken effect in the sources read.
- The prohibition quoted covers "tilvirkning" (production), but no source read states how it applies to growing plants at home.
- The Narcotics Regulation prohibits sale ("omsetning") of narcotics listed as forbidden, which includes cannabis.
- The Narcotics Regulation prohibits use of cannabis without a place-based exception in the text read.
- Doctors may prescribe approved cannabis-based medicines. Unapproved products with THC under 1 % can be prescribed by doctors with prescribing rights for group A medicines; products over 1 % THC only by specialists in public or private hospitals, with an exemption from the Norwegian Medical Products Agency.
- Whether the rules differ for visitors was not stated in the sources read. The Narcotics Regulation has a separate rule on travellers carrying their own medicines containing narcotics (section 19), which was not read.
