Pilots must be at least 16 and hold an online competency certificate for A1/A3. The maximum height is 120 m and liability insurance is required except for toys and drones under 250 g.

Notes
- The fee is annual and applies to private persons. Organisations pay NOK 1,500 per year. The course and exam are free.
- Pilots under 16 who have passed the course and exam may fly under the supervision of someone aged 16 or over who has also passed them. The age limit does not apply to home-built drones under 250 g flying slower than 19 m/s, or to C0 drones that are also classed as toys.
- Liability insurance is required for all drones and model aircraft except toys (CE-marked as toys). It is not required for unmanned aircraft under 250 g in the open category.
- Measured from the closest point of the ground. Within 50 m of an artificial obstacle taller than 105 m, you may fly up to 15 m above it if its owner asks for this.
