Travelling with pets to Romania (2026)

Last reviewed: 31 October 2026

In short: EU rules apply: a dog, cat or ferret needs a microchip, an EU pet passport and a rabies vaccination given at least 21 days before travel, and no more than 5 animals may travel together. Entry from outside the EU adds a rabies antibody test unless the origin country is on the Commission's list. Romania-specific restrictions are still being checked.

RuleWhat applies
Identification and passport or certificateTravelling with a dog, cat or ferretA pet dog, cat or ferret travelling from another EU country must be identified with an injectable transponder (a transponder implanted before 1 January 2028 without a country code, or a clearly readable tattoo applied before 3 July 2011, is also accepted) and carry an EU pet passport signed by the owner. The passport must be issued in the EU country where the owner lives habitually. [1]
Rabies vaccinationTravelling with a dog, cat or ferretThe animal must have received a complete primary course of anti-rabies vaccination at least 21 days before the date of movement, or have been re-vaccinated against rabies, in line with the validity rules in Part 1 of Annex VII to Delegated Regulation (EU) 2020/688. [1]
Entry from outside the EU or the usual regionTravelling with a dog, cat or ferretTravelling in from a non-EU country, the animal must be identified by a transponder (or a tattoo applied before 3 July 2011), have a rabies vaccination given at least 21 days before the move and have a valid rabies antibody titration test, unless it comes from a third country on the list in Annex I or II to Implementing Regulation (EU) 2026/636 and meets the conditions of Art. 17. Entry is through a travellers' point of entry designated by the Member State, unless the animal comes from a country on the list in Annex I to that Implementing Regulation. [1]
Number of animals per travellerTravelling with a dog, cat or ferretNo more than 5 dogs, cats or ferrets may travel in one non-commercial movement, in a single means of transport unless it is public transport. More than 5 are allowed only for a competition, exhibition or sporting event (or training for one), with written proof of registration, and if the animals are over 6 months old. [2]
Breed or other restrictionsTravelling with a dog, cat or ferret⚠ Not yet verified

Notes

  • These are EU-wide rules that apply in Romania. Rules for the Echinococcus treatment depend on the destination's disease status and were not checked for Romania.
  • The animal health certificate required for entry from non-EU countries (Articles 18-19) was not read, so it is not listed here.
