Travelling with pets to Finland (2026)
Last reviewed: 30 October 2026
In short: EU-wide rules for travelling with a dog, cat or ferret apply in Finland from 22 April 2026: a microchip, rabies vaccination at least 21 days before travel and an EU pet passport from another EU country. Up to 5 animals may travel in one non-commercial movement. National restrictions were not verified.
| Rule | What applies |
|---|---|
| Identification and passport or certificateTravelling with a dog, cat or ferret | A dog, cat or ferret moving from another EU country must have an injectable microchip and an EU pet passport signed by the owner and issued in the EU country where the owner lives. A microchip implanted before 1 January 2028 without a country code, and a clearly readable tattoo applied before 3 July 2011, are also accepted. [1] |
| Rabies vaccinationTravelling with a dog, cat or ferret | The animal must have had a complete primary anti-rabies vaccination at least 21 days before the move, or have been re-vaccinated within the validity of the earlier vaccination. [1] |
| Entry from outside the EU or the usual regionTravelling with a dog, cat or ferret | From a non-EU country, a dog, cat or ferret needs an injectable microchip (a tattoo applied before 3 July 2011 is accepted), an anti-rabies vaccination (primary course at least 21 days before the move, or re-vaccination), a valid rabies antibody titration test unless the country is on Annex I or II of Implementing Regulation (EU) 2026/636, and an animal health certificate (valid 6 months). It must enter through a designated travellers' point of entry, unless it comes from a country on Annex I of that list. Dogs may also need tapeworm treatment before entry. [1] |
| Number of animals per travellerTravelling with a dog, cat or ferret | No more than 5 dogs, cats or ferrets may travel in one non-commercial movement, in a single means of transport unless it is public. More than 5 are allowed only for a competition, exhibition or sporting event (or training for one), with written proof of registration, and if the animals are over 6 months old. [2] |

Notes
- These are EU-wide rules (Delegated Regulation (EU) 2026/131) that apply in Finland since 22 April 2026. The Finnish Food Authority's entry-conditions search tool needs JavaScript and could not be read.
- No Finnish page on breed bans or other national restrictions was read. Silence is not treated as a rule. Dogs moving to a Member State with disease-free status for Echinococcus multilocularis also need a tapeworm treatment 24 to 120 hours before entry (Delegated Regulation 2026/131); whether Finland has that status was not confirmed in this round.
