Notes
- These rules are for the two- or three-wheeled moped (mopo). A low-powered moped (pienitehoinen mopo) has a lower speed limit of 25 km/h in the Road Traffic Act annex and is not covered here.
- A vehicle with a permanent home in Finland must have traffic insurance unless an exemption in section 8 applies; mopeds are not among the exemptions.
- The 45 km/h figure is the maximum permitted speed for a two- or three-wheeled moped and light quadricycle in Annex 5.1 of the Road Traffic Act, read from the text as enacted. Later amendments to the annex were not checked.
