- Compulsory liability insurance (jibaiseki) is required before a motor vehicle, including a moped, is operated.
- Registration plate rules (set by municipalities) were not read.
- Japanese law defines a moped by engine size, not design speed: a two-wheeler up to 50 cc, or up to 125 cc if its maximum output is 4.0 kW or less (Road Traffic Act Enforcement Regulations art. 1-2). The statutory road speed limit for mopeds is 30 km/h (Cabinet Order art. 11). No design-speed limit was read.
