Deposit return schemes and plastic bags in Spain (2026)

In short: Spain bans free plastic bags, with set exceptions, and allows light bags only if compostable. A deposit system is required by law if collection targets are missed.

Notes
- Law 7/2022 (article 59) requires a deposit, return and refund system within two years if the 2023 or 2027 plastic bottle collection targets are missed. This page could not confirm whether one is in force.
- Free supply is prohibited. Since 1 January 2021 light and very light bags may only be supplied if compostable.
