Notes
- The state statute on the sale age could not be read, so this is the federal retail rule, which applies in every state. The state law may set the same or a higher age.
- Federal rule for covered tobacco products, which include e-cigarettes. The state statute could not be read.
- The state smoke-free statutes could not be read. The Nebraska Legislature's site (nebraskalegislature.gov) did not respond.
- Nicotine pouches are not named in the federal text. Under federal law any product containing nicotine from any source is a tobacco product that retailers may not sell to anyone under 21; the state's own statute was not checked for this rule.
- Exempt are designated hotel smoking rooms (at most 20 per cent of rooms), research laboratories, tobacco retail outlets and cigar shops; e-cigarette shops are exempt for e-cigarette use only. The official site did not respond, so the text was read from Internet Archive snapshots (April to June 2025).
