Tobacco and nicotine age limits in Rhode Island (2026)

In short: Rhode Island law prohibits selling, giving or delivering tobacco products, including electronic nicotine-delivery system products, to anyone under 21, and federal law sets 21 for nicotine pouches. Smoking and vaping are prohibited in all enclosed public places, including listed public transportation facilities. Since 1 January 2025 flavoured e-cigarette products may not be sold, except tobacco and menthol flavours.

- The listed facilities are those under the authority of the state of Rhode Island.
- Nicotine pouches are not named in the federal text. Under federal law any product containing nicotine from any source is a tobacco product that retailers may not sell to anyone under 21; the state's own statute was not checked for this rule.
