Last reviewed: 9 October 2026
In short: Adults aged 21 or over in Rhode Island may grow up to three mature and three immature plants per dwelling unit indoors, and licensed retailers may sell up to one ounce of flower per day to adult-use consumers. A medical programme also operates, with sales to out-of-state patients allowed. The statute text could not be read, so possession limits and public-use rules are not yet confirmed.

Notes
- The Commission's rules refer to adult-use consumers aged 21 or over and to personal possession and cultivation under R.I. Gen. Laws § 21-28.11-22. The statute itself could not be read.
- Cultivation must be indoors within a residence, in a locked location, not visible or noticeable from public areas, with no more than three adult-use plant sets per dwelling unit regardless of how many people live there. Registration of adult-use home grows is not required.
- Sales to adult-use consumers require age 21 or over and valid government-issued identification and are limited to one ounce of flower or its equivalent per day.
- Compassion centres and hybrid cannabis retailers may sell to out-of-state medical patients holding a valid card from another jurisdiction. Adult-use sales require age 21 or over and government-issued identification; no residency condition appears in the rule.
- Smoking or vaping cannabis is prohibited in any public place where smoking or vaping tobacco is prohibited, and wherever cannabis smoking is banned by rule or local ordinance.
