E-bikes and speed pedelecs in Minnesota (2026)

Last reviewed: 9 October 2026

In short: Minnesota treats an electric-assisted bicycle (motor up to 750 W, Class 1, 2 or 3) as a bicycle, not a motor vehicle. A person under 15 must not operate one. Pavement riding is allowed outside business districts unless local authorities prohibit it. Class 1 and 2 bikes may use bicycle paths and trails unless prohibited; Class 3 bikes may too unless the managing authority prohibits it.
