Notes
- The rules are those of the Torreón municipal traffic regulation only. The state Ley de Transporte y Movilidad Sustentable (2017) states no belt rule for private cars; its transitory article 11 keeps the regulations of the abrogated laws in force while they do not contradict it, and the 1996 state Reglamento (art. 12 III, art. 101 II: belts in the two front seats, special rear seat for under 2) was not entered because its continued state-wide application could not be confirmed.
- The regulation read has no rule on rear-facing seats and active air bags.
- This 1996 state regulation belongs to the Ley de Tránsito y Transporte, repealed in 2017. Transitional article 11 of the Ley de Transporte y Movilidad Sustentable keeps it in force where it does not contradict the new law; municipalities such as Torreón have their own regulations.
