Foreign driving licences in Ireland (2026)

Last reviewed: 13 October 2026

In short: A driving licence issued by another EU or EEA state is valid in Ireland for the period it has effect. A visitor with a domestic licence or international driving permit may drive the vehicles it covers. The rules for residents with a non-EU licence are still to verify.

RuleWhat applies
Licence from another EU/EEA state valid for a visitorUsing a foreign driving licenceYes [1]
EU/EEA licence after becoming a residentUsing a foreign driving licenceThe regulation sets no residence condition. The holder of a licence from an EU or EEA state may drive the vehicle categories on it for the period the licence has effect, if at least the minimum age for the category. The rules on exchanging a licence after moving to Ireland were not read. [1]
Licence from outside the EU/EEA for a visitorUsing a foreign driving licenceA visitor (a person resident outside the State making a temporary stay) who holds a domestic driving licence or an international driving permit may drive in a public place the vehicles it entitles them to drive. The order sets no time limit. [2]
Licence from outside the EU/EEA after becoming a residentUsing a foreign driving licenceA licence from outside the EU/EEA can be exchanged for an Irish licence only if it was issued by a recognised state or territory (Australia, Canada for most provinces, Georgia, Gibraltar, Guernsey, Isle of Man, Japan, Jersey, Moldova, South Africa, South Korea, Switzerland, New Zealand, Northern Ireland, Taiwan, UK). A person who becomes normally resident (at least 185 days in each calendar year) should exchange it or begin applying for an Irish licence. A licence from any other country cannot be exchanged: the full licensing process, starting with the theory test, applies. [3]

Notes

  • The regulation does not apply to a person below the minimum age for the licence category set in Regulation 9 of the Road Traffic (Licensing of Drivers) Regulations 2006.
  • Articles 4 and 9 of the 1992 Order. A 12-month limit that appears in guidance could not be confirmed because the RSA, NDLS and Citizens Information pages could not be read.
  • Citizens Information says a full licence must be exchanged within 1 year of its expiry date and that foreign learner permits cannot be used or exchanged. A visitor with a licence from outside the EU, the EEA or a recognised state may drive for up to 12 months with an international driving permit.
  • No readable official text was found on whether an international driving permit is needed alongside an EU licence.
