All fireworks that explode, rise into the air or travel laterally are banned except at permitted displays. [3] |

Notes
- State law does not use the European categories F1 to F4. "Yes" here means that state law lets the public buy and use consumer fireworks (the class 1.4G devices regulated by the Consumer Product Safety Commission) beyond sparklers and novelties. Permissible fireworks are fountains that throw sparks no more than 5 metres, wheels with a flame radius up to 1 metre, crackling devices, flashers and strobes up to 2 metres, and sparkling devices that do not explode, report, travel under their own power or act as projectiles (§ 27-95). The Fire Prevention Code excepts their possession, storage, sale and use where allowed by applicable local or state laws (13VAC5-52-530(C)). Local governments may adopt more restrictive rules (§ 27-97).
