Notes
- Home-grown plants and material from them do not count towards the possession limit (Sec. 21a-279a(a), from 1 July 2023). Possession above the limit is penalised under the same section.
- Plants must be in the consumer's primary residence and secure from access by anyone else; the Department also says they must not be visible from the street.
- Adult-use sales by licensed retailers and hybrid retailers (Sec. 21a-420r, 21a-420s). Municipalities may restrict where establishments operate.
- Cities and towns may regulate by ordinance where cannabis may be consumed in public. The Department says landlords may ban smoking and vaping at home.
- A registered palliative-use programme with dispensary facilities runs under chapter 420f; qualifying patients and caregivers register with the Department of Consumer Protection.
- The statute text sets no residency condition. A Department page speaks of 'Connecticut residents' storing cannabis in a locked container, so treatment of visitors is not spelt out there.
