In short: The District of Columbia has no electric bicycle class system. A motorized bicycle (pedals, motor unable to exceed 20 mph) is not a motor vehicle, must be 16 or older to operate, and may use bicycle lanes. It may be ridden on sidewalks without creating a hazard, but not in the Central Business District unless a sidewalk is designated. Helmet, licence and registration rules were not verified.

Notes

  • The District's category (motorized bicycle) sits in the bicycle chapter of the traffic regulations but is not a bicycle or moped as defined elsewhere, and 18 DCMR 1201.17 refers to the licensing and registration chapters. The three values of this field could not be applied with confidence. Not verified.
  • The District has no class system. Its category is the motorized bicycle: a 2 or 3 wheeled vehicle with a seat, wheels of at least 16 inches, fully operative pedals and a motor incapable of propelling it faster than 20 miles per hour on level ground. A motorized bicycle is not a motor vehicle under the Code.
  • 18 DCMR 1201.17 keeps the licensing, registration, inspection and equipment chapters (chapters 1, 4, 5, 6 and 7) applicable to motorized bicycles; those chapters were not read. D.C. Code 50-1651 (helmets under 16) names sidewalk bicycles, scooters and similar devices and does not name motorized bicycles. Not verified.
