In short: Using a mobile phone while driving is banned in Oaxaca unless it is used with a hands-free device or the speaker function, so that the driver is not distracted. The fine is set in the regulation.

Notes
- Art. 47 bans using mobile phones while driving. The ban is lifted only for hands-free equipment or the speaker function.
- Allowed with hands-free equipment or the speaker function, provided the driver does not take attention off the road.
- Art. 93 gives fines of 3 to 150 UMA for any breach of the law, and leaves the cases to the Reglamento, which was not read. No amount for phone use could be verified.
- No penalty-point system was found in the law reviewed.
